Power is a feature of all the ages and one of the important transformations in international politics. Its forms vary from one generation to the next, from one era to the next depending on the nature of conflicts and the acquisition of power, and the diversity of crises and their complexities. Experts assert that force is the key to sustainability, superiority and influence. “We are witnessing today the conflict of the international leaders in the vital international sphere in the Middle East, the international force’s engagement in the proxy through the irregular armed formations, and clearly stand out in Syria, Iraq, Yemen and some of the Arab Maghreb States in the form of armed conflicts and conflicts based on the context of the composite war 2014, [1] and was called by the Americans (hybrid warfare) in 2017 to characterize this growing war phenomenon in the Middle East, specifically the Arab world, which became the main theater of this war, The fragmentation of the regular force and the adoption of a contemporary military approach that uses inexpensive military tools and has been called industrious (cheap war).

Definition of power

Sociology defines the power of “the ability to make a certain order” and “the influence of an individual or group on the behavior of others”. The subject of Power is one of the topics of geopolitics and international relations. In the “Age of Power” book (The Development of Western Civilization) Carl J. Friedrich defined the Power “The ability to create a subordinate relationship by saying that a person has a political power that exceeds the powers of others means that others follow his system of preferences”. “Power is not just authoritarianism but also involves the ability to acquire and influence others. He sees that with the skilled and intelligent use of force, Makes party B do what he wants without conquering A coercion, in the sense that oppression can be turned into an agreement and synonymous with pressure groups in civilized societies. According to “Nicholas J. Spykman”, power means survival and the ability to impose one’s will on others and the ability to dictate this will to those who have no power and the ability to force others The less power to make concessions, and according to Machiavell that power is the means and the end goal of the state to reach them in the field of international relations [2] and follow the development and growth of power and capacity, it is clear that the power of conflict in the management of influence and looking for Stripping adversaries of power or depleted until exhaustion in order to rule the power of a party

The course of the cheap war

This means that war costs the war and its tools in proportion to its strategic returns to the party benefiting from the war, or to those who used this war course, As opposed to the use of the other side of the conventional military war, and when we compare the concrete real results, we find that a country was able to control four countries in the regional neighborhood without moving a single piece of military? The resources used to implement the strategy have been used at a negligible cost, compared to the strategic returns they have received, especially in the context of the use of low-cost military alternatives with effective influence, since the simple gun is less expensive than the regular military in terms of processing, arming, as well as the use of less expensive weapons such as low-cost warplanes compared with the use of advanced warplanes, as well as the use of rockets and other weapons. The description is subject to comparative criteria according to cost and return.

One of the most prominent tools of this war is the use of war of ideas and the use of religious ideology as a central source of war, as well as the expansion and fragmentation of the theaters of irregular operations, the universality of objectives, the multiplicity and fragmentation of non-governmental actors that constitute the power of other states that are incompatible with the state and act as a parallel entity , As well as the mixing of the elements of regular military capacity with non-governmental actors groups, and justify the existence of these organizations as an anti-war of terrorist organizations, despite the similar behavior between them, and this course of war has left a clear impact on the political and military realities in the region, raise awareness of the importance of national and regional security, it is the chaos of “cheap war”.

Animated Terror Sands

Terrorism, in all its forms, became a vital means of being exploited for political, economic, global, regional and sometimes local reasons, especially after the manufacture and incursion of a terrorist organization into Iraq from the Syrian territories in 2014 and its controversial control over one third of Iraq and Syria. Iraq is very clear and we can be sure that the global and domestic terrorism market is attracting the terrorists of the world, the unemployed and those with precedents in cooperation with the organized crime gangs, especially that the phenomenon of terrorism has clearly extended to all the countries of the world, As well as the experience of a number of countries in the manufacture of terrorist organizations and employment, and as it appears that the level of terrorism rises and falls in view of the form of understandings and the nature of differences between countries, and today ends the chapters of the play in Syria in various political, demographic, economic and societal changes, To Iraq and Syria, and the strategic benefit of regional countries, if it requires Iraq to review security plans and defenses and promote community participation and achieve security streamlined so as not to return terrorism to him again.

Power chaos

The chaos of power in the Middle East has widened and has taken many political and security forms. Perhaps one of the most prominent of its outputs is the parallel armed entities and its growing role. The emergence of the phenomenon of international dealing with them through representatives of governmental organizations and diplomatic outlets, although they contributed to changing the political reality. The globalization of terrorism, the institutionalization of corruption, the extinction of human rights and freedoms, the flourishing of the arms trade of all kinds, the extinction of societies and their displacement, and it is remarkable that these phenomena have become a contemporary feature coexisting with the major Powers, ‘Organizations internationalism and entrench their roles according to political realism, without taking into account the strategic threats and risks of bleeding, as a result of these phenomena, as the phenomenon expands and develops and gnaws borders stopped, then we are in front of bleeding and homogeneous phenomena and tithes with each other to entrench the reality of armed chaos.

The basic question remains who can deal with the causes of flooding the Middle East with these phenomena, without keeping matching with the reality of the negative effects that are gradually returning to other countries.
